A trial of the Liffey Cycle route should be up and running by this summer.
City Councillors are expected to approve a plan to improve conditions for cyclists along the quays.
The €800,000 project will be brought before them in a meeting next Monday.
It is understood the National Transport Authority will provide funding for the trial.
There have been growing calls for a trial, after it emerged it could take until 2024 for the permanent route to be ready.
Green Party Councillor Janet Horner said it is "a very exciting step towards ensuring there is an improvement there in the short-term".
Dublin City Council's Chief Executive, Owen Keegan, is recommending Councillors back the plan.
Many groups have campaigned for the trial Liffey Cycle Route, including iBike Dublin.
The group says the proposed trial, "while far from ideal, will improve the safety of people already cycling on the quays".
The group also believes it will "hopefully encourage more people to cycle" the route.
The Liffey Cycle Route was first proposed more than seven years ago, but has faced continued setbacks.
The permanent route will involve much larger works, creating new sections of boardwalk to make extra space.
