15 percent of the people on Dublin City Council's social-housing waiting-list have been on it for at least 10 years.
Dublin City Council says there are over 17,500 people on the list - with nearly 2,600 on it for a decade or more.
New figures also show 544 people have rejected offers of social housing since the beginning of last year.
Labour Senator Aodhán Ó Ríordáin isn't surprised by the statistics:
He says "there's always been an issue with people trying to access housing, appropriate housing, for their family size. We have never had enough social housing in Dublin city, we stopped building it about 15 years ago".
