Martin O'Neill has cut the Irish squad from 37 to 27 before the qualifiers with Gibraltar and Germany.
James McCarthy and Andy Reid both miss out due to injury.
McCarthy has been struggling in recent weeks with a quad problem, but his Everton team-mate Seamus Coleman is included.
Goalkeeper Darren Randolph is also dropped. Defenders Stephen Kelly, Paul McShane, and Damien Delaney miss out, while Paul Green, Simon Cox and Connor Sammon also fail to make the final squad.
