The Leinster backrower is one of two uncapped players with Connacht prop Nathan White the other one.
There's also good news for Leinster centre Noel Reid who makes the cut.
All in all there are 24 Blues players included Cian Healy and Sean O'Brien.
The door is still open for Andrew Trimble, Luke Marshall, Donncha Ryan, David Kilcoyne and Robin Copeland who stay with their provinces but could return.
Chris Henry, Paddy Jackson, Stuart Olding, Dan Tuohy and Damien Varley miss out through injury.
