The Court of Arbitration for Sport have turned down Legia Warsaw's bid to be re-instated to the competition.
UEFA punished the Polish side for using a player who should have been suspended when the sides met in the Champions League qualifying third round earlier this month.
Celtic will now play Maribor in the first leg of the play-off round on Wednesday.
The first leg takes place in Slovenia with the return leg at Parkhead pencilled in for August the 26th.
