GAA managers could risk conceding a walkover for naming dummy teams if a new motion is passed by Congress.

Central Council has outlined plans to end the practice which happens on a regular basis at inter-county level and below.

A motion will go before Congress in February requiring managers to register a panel of 26 players for selection at 9:00am on the Thursday before a match.

With the exception of a replacement for a goalkeeper or sub-goalkeeper, no changes can be made to the registered list.

The penalty for naming an unregistered player or changing the team handed to the match ref 20 minutes before throw-in will be an automatic walk-over.

Council has also approved a rule change allowing punishment for team officials who make derogatory comments in relation to a ref before or after a game.

CCCC now has the authority to ban team officials from the sidelines if they're found guilty.

Congress will also be asked to make Hawkeye a permanent feature in Croke Park while its installation in Thurles and in the re-developed stadiums in Casement Park and Páirc Uí Chaoimh is also to be prioritised.
