Diafra Sakho gave West Ham some breathing room as he made it 2-0 after 75 minutes. But David Silva curled in a fine effort just 90 seconds later.
City pushed for an equalizer, but Sam Allardyce's men held on for the three points.
That win keeps West Ham in the top four for another week, and they move to within one point of Man City.
The visitors could end the weekend eight points behind Chelsea if the Blues beat Manchester United tomorrow.
