The City Council is looking at offering grants to people on its housing list who agree to move out of Dublin.
800 families moved under the Rural Resettlement Programme, before it was suspended in 2012.
Now, Dublin City Council has voted in favour of reintroducing the scheme.
City Councillor Eilis Ryan says reviving it could help ease Dublin's swelling population.
She explained that successful applicants would "receive a small amount of financial assistance from the government".
The motion passed asks for the programme to be re-started.
It means 20,000 Dubliners could be offered a grant to move outside of the county.
