RTE is being called on to cut top presenter pay by more than the planned 15%.
Journalists at the state broadcaster say the salaries of a small number working there are "indefensible".
The NUJ members say no one in RTE should earn more than the the top civil service salary of just over €200,000.
A number of RTE staff are demanding that the state broadcaster cut the salaries of its top presenters and managers immediately.
The latest available figures show Ryan Tubridy earns €495,000 a year, Ray D'Arcy is paid €450,000, while Joe Duffy gets €390,000.
However, some staff at RTE have called for those salaries to be more than halved.
The NUJ members want pay at the state broadcaster to be capped at €208k, so no one in the organisation would earn more than the top civil service salary.
Journalists at the broadcaster said the proposal to cut top pay by 15% does not go far enough.
Talks between trade unions and management at RTÉ on proposals to deal with the financial crisis at the broadcaster are expected to begin on Wednesday.
