At least 100-thousand homes and businesses are now without power because of Storm Debi.
The red warning has now expired.
Loughshinny is the worst affected area in Dublin with 1,350 homes without power. The ESB is warning it may be this evening before power is restored.
Dublin Bus and Luas will begin phased operations from 10 am, Bus Eireann's services won't resume until 11 am.
Dublin Airport says the airport is open and operational however four incoming and four outgoing flights have been cancelled this morning

Drivers, pedestrians, cyclists and any road users are all being warned to be careful as there may be fallen trees on roads.
