More than 1,000 apartments at O'Devaney Gardens are set to be built.
Councillors had called for construction to be delayed after it was announced the developer could sell half the properties to institutional investors.
Property developer Bartra will proceed with the construction of over 1,000 apartment units at O'Devaney Gardens, Dublin 7, despite objections from local councillors.
In March, An Bord Pleanala reversed a ruling which would have prevented Bartra from selling half of the properties to investment funds.
According to the Irish Times, the council said it was not possible to get out of the agreement due to legal constraints.
Now, 30% of the homes have been reserved for social housing, with 20% earmarked for affordable purchase - but 50% remain available for Bartra to sell privately.
