The Environment Minister is describing the free water allowance as 'generous'.
Every house in the country will be able to use 30-thousand litres before being charged, while those who have kids will get more.
The average bill is expected to be around 240 euro a year, and anyone who doesn't pay will have their pressure turned down.
There'll be no standing charge, and the cost will also be capped for people who need to use more water for a medical condition.
