A spokesperson for Irish Water has conceded that having no standing charge will push up the price of water per litre.
Head of Communications at Irish Water, Elizabeth Arnett, was responding to queries on whether people might have to pay above the predicted average bill of 2 hundred and 40 euro a year.
She said the price of water per litre will be determined by the regulator.
"The regulator needed the decision from the government yesterday in order to take the process to the next stage" she said.
"As soon as they do, we will operationalise the decisions both from the government and the regulator" she added.
