The GAA has confirmed that just three of Garth Brooks' five concerts will go ahead at Croke Park.
Dublin City Council has only granted permission for gigs to be staged at GAA HQ on the last Friday, Saturday and Sunday of July.
Residents living near Croke Park have been opposed to the five night residency.
They say the GAA didn't consult them before agreeing to hold a five night concert, and that they had been promised no more than three gigs in a year would be held at the stadium.
Aiken Promotions said "We are very disappointed that Dublin City Council did not grant a licence for the five Garth Brooks concerts at Croke Park".
One Direction played three nights at Croke Park in May.
Dublin City Council said that considering applications from the GAA, Aiken Promotions and local residents "it would not be appropriate to grant five consecutive nights of concerts as applied for, for the reasons set out below.

Why?
Dublin City Council said "The scale, magnitude and number of the concerts with an expected attendance of in excess of 80,000 people per night over five consecutive nights, three of them being week nights is unprecedented for Croke Park Stadium."
It also said that "Given that Croke Park is situated in a heavily populated residential area, five shows in a row following on from the three concerts already held there this year is considered an over intensification of use of the stadium for the holding of special events/concerts."
Robbie Cousins, who represents locals residents, has welcomed the decision saying that he's "absolutely delighted".
The decision to not grant permission for two of the five gigs means 160,000 fans who bought tickets for gigs on Monday and Tuesday now aren't sure if they'll get to see the country superstar perform.
There is speculation Brooks may apply for permission to stage the two rejected gigs at the Aviva Stadium.
