The Taoiseach says the state needs to provide better facilities and redesign streets, for people to socialise outdoors.
Micheál Martin says the government will work with local authorities to facilitate this.
He told his parliamentary party last night we need to be 'creative' in cities and urban areas.
It's after large crowds gathered in Dublin, as well as Cork and Galway last weekend - with fears of a repeat this Bank Holiday Weekend.
