Hundreds of apartments in Tallaght may be offered to people on social housing waiting lists outside of the area.
The radical new proposals are being considered in a bid to deal with the housing crisis.
500 homes are to become available in Tallaght in the autumn.
The plan means those on waiting lists in council areas other than South Dublin County Council could be offered the homes.
