The latest litter survey's found Tallaght, Dun Laoghaire and the areas around Dublin Airport are the cleanest in the city.
Irish Business Against Litter says there has been no improvement in the North Inner City or Ballymun, which are still littered.
Workers Party Councillor Eilis Ryan believes part of the problem is that just one private bin collection company runs in the North Inner City.
She suspects their high fees could be pushing some people to dump their rubbish illegally.
"The side-effect of an increasingly expensive service is illegal dumping", she said.
Councillor Ryan said that, while Dublin City Council no longer operates a bin collection service, she believes it now wastes money collecting rubbish dumped illegally.
Irish Business Against Litter named Fermoy in Co. Cork the cleanest town in Ireland at the end of 2018.
The final Anti Litter League table for last year found that 90 per cent of towns surveyed were clean.
