Staff at South Dublin County Council are threatening to take industrial action.
It's after the local authority abolished "acting" positions, which staff say makes some of them take on senior duties for a lower rate of pay.
Staff at the local authority have voted in favour of industrial action by a margin of 86%.
The IMPACT trade union says a decision on what type of industrial action to take will be made next week.
Niall Shanahan said "Many of the affected staff have been working at the more senior levels for years. They have already seen their pay cut by an average 14% since 2009 and have seen their working time increased under the Haddington Road agreement."
