The equivalent of one year's supply of housing is currently stuck in An Bord Pleanála's backlog.
That's one of the findings of a new report looking into Ireland's construction sector.
Over half of planning applications before An Bord Pleanála have yet to be decided, meaning 29 thousand housing units currently are on hold.
Mitchell McDermott Construction Consultants says it's having a knock-on effect on the government's Housing for All strategy.
''There was some good news last year in that the Housing For All target was reached. However with a 14 per cent drop off in new starts, we do not believe the 2019 target for 2023 will be met. Urgent action is required to address it.''
