Independent councillors have criticised a meeting between Dublin city council, the Transport Minister and two Green councillors.
They say the secret meeting undermined the position of the chair of the local authority's Transport committee, who they claim wasn't invited.
A "wish list" was given to the Minister which included suggestions on banning taxis from bus lanes, not allowing rickshaws and increasing clamping charges.
Independent Councillors on Dublin City Council have issued a statement expressing their anger and outrage over the meeting;
"It has come to the attention of our group that a clandestine meeting took place between, amongst others possibly, the CEO of Dublin City Council, Owen Keegan, two Green Party City Councillors and Minister for Transport Eamon Ryan" they said.
"We are calling on the Chief Executive Owen Keegan, the Lord Mayor Hazel Chu of the Green party and Minister Ryan to immediately detail the entire background to this clandestine meeting and immediately meet with the Chair of the Transport Committee to explain exactly what went on."
