The government has pledged to introduce a second free pre-school year before the end of the decade.
The plan is aimed at improving outcomes for young people.
It's estimated to cost around 175 million euro.
The objectives in the Better Outcomes Brighter Futures policy document also include lifting 70 thousand children out of poverty by the end of 2020.
