Residents are appealing a plan to double the proportion of houses to apartment in Adamstown.
South Dublin Co. Council wants to build more houses in the west Dublin development.
The idea behind Adamstown was to build more than 10 thousand homes supported by schools, shops and community facilities.
But so far fewer than 1400 homes have been built and no work has started on the district or leisure centres.
There was a cap on the number of houses that could be built but now South Dublin Co. Council wants to build more.
Residents have appealed to an Bord Pleanala not to allow the change.
They say a traditional housing set up would not sustain the infrastructure there.
