Figures from the Residential Tenancies Board show new tenants are paying almost 10% more in rent than this time last year.
The average rent for new tenancies in Dublin is just below €2,000 per month, compared to around €1,100 outside of the capital.
A new index based on over 9,000 newly registered tenancies shows rents increased by 9 percent nationally on this time last year.
Dr Rory Hearne, Assistant Professor of Social Policy at Maynooth University, says rents have increased by 100% in the last decade, and blames the government for the shortage of supply.
Clare Austick, President of the Union of Students Ireland, says rising rents are preventing some students from fulfilling their education, while Irish Property Owners' Association Information Officer Margaret McCormick says legislation is preventing new landlords entering the market.
The index shows rents in new tenancies in Roscommon increased the most, while Galway experienced the largest quarterly drop.
