The planning regulator has turned down a council invite to discuss build-to-rent schemes in Dublin city.
It follows the head of DCC recommending councillors push ahead with restrictions on BTRs.
This invitation comes after Dublin city council clashed with the office of the planning regulator over its intention to restrict schemes.
The council was told to remove the proposed policy that includes requiring 40 per cent of BTR apartments to be bigger than stipulated by national guidelines and a ban on smaller schemes.
DCC's chief executive Owen Keegan recommended councillors press ahead with the changes saying the overdominance of the housing model had become unsustainable.
Planning regulator Niall Cussen was asked to attend a meeting with councillors to explain the OPR's opposition.
However, according to the Irish Times he's turned the invitation down, saying it would likely lead to a number of similar requests from other local authorities.
