250 shops around Grafton Street and South King Street have been hit by a power fault.
ATMs in the area were also down, following the outage which happened at 12:45PM.
The ESB says its teams have now fixed the fault, which was caused by a damaged underground cable.
Dublin City Council is currently working on repaving the street in a €5M make-over.
The Transport Minister, Leo Varadkar, appeared to fall victim to the power-cut.
He tweeted to say he was stuck in a lift with "half the cabinet".
Stuck in lift with half the Cabinet on Budget Day. Late for RTE. What are the chances? #Budget2014
