The National Transport Authority is looking to build an 800-space car park, close the M1 near Swords, to encourage commuters to get the bus.
The NTA says the park-and-ride facility at Lissenhall would serve as a short-term solution, until the metro system is built.
The surface car park would include around 830 spaces and vehicle charging facilities, and would be well served by buses, to cut down on the number of private cars in the city.
A multistorey park-and-ride facility would replace the proposed surface space once the metro is built, and would accommodate around 3,500 vehicles. That project is expected to take a number of years to complete.
The transport authority confirmed it will be submitting a planning application to Fingal County Council within the next two months.
