Chief Executive of Dublin City Council Owen Keegan has apologised for the use of sarcasm in his correspondence with UCD Students Union.
He says the use of sarcasm was inappropriate, and has apologised for the offence caused.
He says he does not propose to resign.
It comes following a row between students and the head of the council over purpose built student accommodation being used for tourist stays, which the students say prioritises profit.
The students gathered outside DCC offices today, calling for Owen Keegan's resignation.
