The Government's announced a review of operations at the Oberstown youth detention centre.
It follows a series of work stoppages by staff and and several incidents including a rooftop protest by detainees.
Minister for Children Katherine Zappone says the review aims to address any obstacles to reform of the facility.
"A number of serious incidents and industrial action by staff at the Campus have highlighted the need to reflect on the progress achieved, and to identify and address any obstacles to the necessary future reforms", she said.
Two international experts are to oversee the study.
