The National Transport Authority is defending spending on Dublin's MetroLink.
125 million euro has been spent on the project, even though a sod hasn't even been turned.
The NTA says the cost is similar to the design and planning for other major international projects.
Labour's Transport Spokesperson Duncan Smith says the costs are 'eyewatering':
"It is a national embarrassment we don't have a rail link to our [main] national airport."
Deputy Smith says people are "relying" on private cars or taxis and an "over stretched" bus service.
"If we're to be a modern country, a modern capital city, we need MetroLink."
