Tanaiste Eamon Gilmore says there's no decision as yet on the free water allowance for homes.
It's reported today that until water meters are installed in all homes, the size of the property, rather than the number of people living there, may initially determine the level of charges.
Families are expected to face bills of between 250 and 300 euro per year.
