Navan is now a Rent Pressure Zone.
Restrictions have been placed on how much landlords there can charge, after the latest figures show rents in and around Dublin are still climbing.
Fresh concerns have been raised that rules to stop tenants being overcharged are not being enforced.
The Housing Minister, Eoghan Murphy, is promising to change that:
"We can strengthen those reforms even further, I think, and I will be bringing proposals to cabinet next week", he said.
The Residential Tenancies Board's latest 'Rent Index' shows rents are continuing to rise.
National rents went up by 6.9% to €1,134 in Quarter 4 of 2018, compared to the same time last year.
Sinn Fein has proposed a new rule which will make it illegal to evict tenants in buy-to-let properties on the grounds that the property is being sold.
It comes as the latest homeless figures show record numbers are now living in emergency accommodation.
More than 10,000 people were staying in hotels and B&Bs last month.
The Deaprtment of Housing says 6,480 adults and 3,784 children were living in emergency accomodation in February.
