The government's planning a major drive to boost the construction sector and build more family homes.
One of the proposals would also see developers having to pay a tax if they own zoned land, but haven't started building on it.
Property market analysts say the lack of suitable family homes in the Dublin region has been behind the rise in house prices in recent months.
It's with that in mind that the Government's planning a number of measures aimed at boosting supply and creating up to 60-thousand construction jobs in the process.
Councils will be given the power to introduce a tax on zoned sites which are lying idle, while levies imposed by councils on developers will be reduced.
It also includes a fast-track system to allow builders to change planning permission and take the focus away from apartments to family homes.
And the requirement for builders to give over a fifth of new homes for social housing may also be reduced or abolished.
The ultimate plan is to triple the number of homes built from 8 thousand units last year to 25 thousand by 2016.
