Laois County Council has refused to grant a license to hold Electric Picnic 2021 at Stradbally.
In a statement the council says the decision has been made following the most up to date public health advice from the HSE.
The local authority also says under current government guidelines, events of this nature are restricted to 500 people only.
Organisers had said they were determined the event would go ahead this year, and previously moved the date from early September to the 24th to 26th of the month.
