Just one fine for dog fouling was paid in Dublin city in the last four years.
However it was later cancelled on appeal.
Figures from Dublin city council show just eight fines were issued to people who didn't pick up after their dog between 2019 and 2023.
A number of unsuccessful attempts to prosecute people were made by the council over that period, while two cases are pending in the courts.
Dog poo has been described as a major problem in the city that can cause issues for wheelchair users, parents with buggies and young children.
A public "doggie" toilet was installed in the city last year, along with 50 "dog poo dispensers".
While the council has also installed loudspeakers in the past in a bid to get people to clean up after their dogs.
