The Government's been accused of neglecting Cherry Orchard for years, resulting in a rise in anti social behaviour.
A new implementation board has been set up in the area following issues like attacks on gardai.
The HSE, Gardai, TUSLA and community representatives are all involved.
Sinn Fein Councillor Daithi Doolan says locals also need to be at the heart of any plans.
''We need to ensure the community is at the centre of any plans because it has to undone the generations of disadvantage that has resulted in violence, crime, unemployment trauma and the lack of access to education. That can only be done with a long term plan that has agencies at a high level.''
Locals have mixed views on the new implementation board with one woman saying the area isn't Beirut.
'Dont get me wrong it has it's hard time and everyone has their tough times. But every area has places that nobody wants to go. But this is life. We don't need the gardai coming in. We need to be getting along with people.'
