Nurses and midwives will be staging a protest at Connolly Hospital in Blanchardstown this lunchtime.
The INMO says it's over recruitment 'caps', which the unions say are preventing healthcare facilities from recruiting the staff needed to fill vacancies across the country.
SIPTU and INMO members will joined by their Fórsa clerical and admin colleagues on the picket line.
They say the HSE's recruitment caps are undermining staff and the services they provide.
Ahead of the demonstration SIPTU's Damian Ginley said despite talk of massive investment in health, that's not being reflected on the ground:
"Our members do not see the investment announced improving their working environment. They continue to highlight to us vacancies across a multitude of grades; from support staff grades, care staff grades and across a variety of allied health professional grades. They also see enormous sums of money being spent on agency staff and contractors."
