The Justice Minister says the system for Gardaí to make complaints about alleged misbehaviour within the force isn't working.
Alan Shatter was answering questions in the Dáil earlier about the decision to refer allegations of corruption in the penalty points system to the Garda Ombudsman.
He said changes to the law will be needed to ensure that in future whistleblowers can bring matters to attention quickly and effectively:
