The GAA's called a meeting with local residents and stadium officials to discuss opposition to this summer's Croke Park gigs.
One Direction are due to play three nights in May, with Garth Brooks taking to the stage for five nights in July.
Locals say they have a written promise from the GAA that no more than three gigs would be held without consulting with them first.
