The Minister for the Office of Public Works says they won't allow a situation where people use the Phoenix Park as a free car park.
An online survey has been launched as part of a parking strategy being developed by the OPW to make the park more cycling friendly.
Locals are being encouraged to have their say on the scheme before the study closes this Friday.
Minister Patrick O'Donovan says they want to create a situation where parking can become sustainable in the park.
"What was happening at Chesterfield Avenue was unsustainable free long term public parking.
"People were driving their car in, close to the City Centre around Parkgate Street and going having free all day parking.
"That's not sustainable so we won't be going back to that."
