Landlords will soon be fined if they breach rent cap rules in packed towns and cities, including Dublin.
It comes as more renters admit they are afraid they will be kicked out - or asked to pay more.
The charity Threshold received more than 73,000 calls last year. A third of them were from tenants who faced losing their home.
Almost 20% of the calls were from renters who were worried about their rent going up, while a number of callers said they couldn't get their deposit back.
There are ongoing concerns that landlords are using creative ways to break the rent cap rules, which the Housing Minister wants to put an end to with new laws.
Eoghan Murphy wants to fine landlords who breach the caps, and give the Residential Tenancies Board "independent powers" to investigate anyone suspected of doing so.
The proposed new rent cap laws, along with other measures to protect tenants will be brought before Cabinet Ministers next week.
