Dublin Port is coming under fire for deciding to half the number of cruise ships it takes in.
It is to make room for major construction works on a 400 metre quay wall at Alexandra Quay West.
The works are expected to last from 2021 to 2023.
Dublin Port says cutting the number of cruise ships it welcomes in is a temporary move.
It says new, larger, berths will allow room for even more cruise ships by 2026.
However, one business group suspects cruise ships are being pushed out.
Dublin Town believes freight is being favoured over leisure passengers.
Richard Guiney said the move will have "disastrous consequences for tourism in the city".
"The position has been taken based on what's good for the port, rather than the wider city economy", he said.
According to Richard, Dublin Port has "a better revenue from taking in freight".

172 cruise ships are scheduled to dock in Dublin this year, bringing almost 200,000 visitors into the city.
Experts predict those visitors will spend well over €50m between them.
Figures suggest almost half of them will have a pre-booked excursion.
Dublin Town is calling on Dublin Port to continue to support cruise ship tourism, and not focus too much on freight.
Dublin Port said it will welcome even more cruise ships, once it has the space.
It has planning permission to develop new berths suitable for cruise ships, but there are questions over the cost.
Bosses are working to make sure the €100m price-tag would be worth it.
