Plans to give Dublin a directly elected mayor are set to be dropped without being put to the public.
Councillors in Fingal are expected to veto the proposal to transform local decision making.
The 4 councils will decide this month whether to put the idea to a vote of Dublin residents on May 23rd.
If any one of the local authorities votes against holding the referendum for a directly elected mayor, the proposition will be dropped.
It's believed that Fingal Co. Council is the only one that will turn the idea down.
Having a more rural identity and looking to protect the minority have been given as reasons to drop the proposal.
