Dublin Bus is backing an independent report which says no outside party will be able to end the row which led to a strike in August.
The company and drivers have been involved in a long battle over how to save more than 11 million euro.
The report looked into what lead to the lastest cost-cutting plan being rejected.
Dublin Bus says it is hoping for a positive outcome to a ballot next week.
