Croke Park residents say the Terms of Reference for a mediation process aimed at resolving the dispute over the Garth Brooks concerts "completely miss the point".
The residents say Croke Park is hosting five more concerts this summer than permitted under planning laws which they say will cause major disruption and breach their "human rights".
The Croke Park Streets Committee says it had been promised a binding agreement from the mediation process which is being led by the LRC's CEO Kieran Mulvey.
But Committee Chairman Eamon O'Brien says that's not being delivered.
