Crime rates are being blamed for low visitor numbers at the GPO, on O'Connell Street.
The Witness History Exhibition has seen visitor numbers halve, from 160,000 to 80,000, over the three years to 2019.
An Post planning consultant Karl Kent says crime on O'Connell street is a "focus of concern".
He notes visitor numbers in the area were further impacted by the Covid pandemic.
