Dublin City Council says the normal protocol in the council is that the Chief Executive and the Assistant Chief Executives accept meeting requests from Government Ministers.
It follows claims of a "secret meeting" between the city council, the Transport Minister and two Green councillors.
Independent councillors say the meeting undermined the position of the chair of the local authority's Transport Committee, who they claim wasn't invited.
The council says it's a matter for the minister to decide who he or she brings to any meeting.
DCC states that these meetings are not secret, the Chief Executive’s official diary is subject to FOI, and that details of the meeting have been made public.
