Dun Laoghaire-Rathdown County Council has recommended planning permission be granted for a major housing development at the site of the Central Mental Hospital.
It clears the way for the project which features 957 apartments and 20 houses making up 9 housing blocks in Dundrum.
In a report on the scheme lodged with An Bord Pleanála, the council states the development is an "appropriate and successful approach to delivering much-needed housing".
45 objections were lodged by locals who feel the housing scheme will add huge pressure to the area's infrastructure and local community.
One objector to the development is Leinster Rugby's Head of Operations Guy Easterby and his wife who told the Irish Times it was the same as "transplanting the population of Longford town into Dundrum without providing any of the facilities”.
The project is expected to cost €378 million and comes under the Land Development Agency in the capital.
