Prison officers are calling for an independent ombudsman to investigate complaints made by offenders.
The call comes from the Association's annual conference which starts today.
A new watchdog for wardens was one of the recommendations in a report last week into the death of Gary Douch at Mountjoy in 2006.
The inmate was beaten to death by violent cell mate Stephen Egan.
That recommendation has been backed by the Prison Officers Association which described the present inspectorate system as "most unsatisfactory".
As it stands, the Inspector of Prisons oversees complaints.
