Several government departments will examine how to address the burial of children at Mother and Baby homes.
It comes as calls grow for an inquiry into the discovery of a mass grave of 800 children.
The remains were found in a septic tank at a former home in Tuam, Co. Galway.
The Childrens Minister Charlie Flanagan says the revelations are "deeply disturbing and a shocking reminder of our darker past.
