There are calls for the Land Development Agency to redevelop the old Ballymun shopping centre site.
The 50-year-old building was demolished in 2021, with the city council last year seeking bids to develop the land for retail and housing.
Fianna Fáil TD Paul McAuliffe says the LDA should take a role in progressing the plot.
The former Dublin Lord Mayor says having an empty site on a Main Street in the capital during a housing crisis isn't good enough.
Deputy McAuliffe said; "Dublin City Council are working at full capacity in their progression of the Ballymun Local Area Plan and the development of public housing throughout the community is greatly welcomed.
The shopping centre site however is more complex in terms of the mix required, as a retail element is needed alongside housing.
I understand that DCC has called for expressions of interest for commercial and retail use of the site but this has been limited." he said.
